MMAF Propose Extra Budget To Increase Community Welfare
In order to support the speed of priority implementation of national development and followed up from Presidential Rule No.24/2010 concerning about organization of Institutional ministry, MMAF propose extra definitive ceiling in 2011 as many 1,18 trillion to the Assembly of Republic of Indonesia. The Minister of Marine Affairs and Fisheries on coordination meeting with Commission IV of The Assembly stated that from the total of extra ceiling, the most allocation as many 657,2 billion for increasing aquaculture production by giving business package of freshwater culture, brackish culture and marieculture at Minapolitan area and development of seaweed farming in Maluku. The ceiling budget in 2011 for marine and fisheries sector as many as Rp. 3, 5 trillion or 73, 59% from total ceiling Rp. 4, 76 trillion. From the ceiling MMAF allocate 58% from budget for food security. On behalf of pro-community activity, implemented by strategy with most budget prioritize for support pro-job and pro growth activity as many Rp. 1, 78 trillion followed by pro-poor and pro-sustainability as many Rp. 1,01 trillion and Rp. 0,7 trillion. Pro-poor activites implemented through fishing vessel procurement in 33 province which are production facilities in material supply and prepared material in Minapolitan area. The aquaculture business package in 493 regencies/towns and superior broodstock supplier in 33 provinces, and also facilities building of smale scale processing in 44regencies/towns. In pro-job and pro-growth implemented by fish base dock in 15 regencies/towns and fishing port development iin 42 location of center for fish hatchery rehabilitationin 33 provinces, next cold chain system development in26 regencies/ towns. While pro- sustainability activity implemented through fish fries enrichment and fish resources conservation in inland water, fish and environmental health controlling, and rehabilitation of coastal ecosystem.
Distribution of central – regional budget in 2011 of MMAf allocated for region as many 54%, 23% for assistant duty in province, and 23% for technical implementation unit. The rest of budget is for central, including fund allocation for international grant loan, General service agency, operational expense for surveillance vessels, research vessels, binding budget likes salary, maintenance expense, office operational, and land procurement for MMAF office.
The extra budget proposal as many Rp. 1,47 trillion from the ceiling, either for increasing of aquaculture production by giving aquaculture business package in Minapolitan area and development of seaweed farming in Maluku, also for: (1) increasing of fisheries product competitiveness by facilities and infrastructure development of cold chain system in 40 Minapolitan area and Maluku. (2) Fishing vessel procurement and Wetar coast fishing port building, (3) new work unit operational in order to increase fish health, quality, and safety of fisheries product guarantee and 46 technical implementation unit establishment of Agency for fish quarantine, quality development, and fisheries product safety.
